Everything changes on driving licences

The procedures for the issuance of driving licenses, traffic permits and vehicle liens in the Region of Attica are being radically reformed, with the aim of fighting corruption and enhancing transparency through the digitization of all relevant services. The announcement was made by the Attica Regional Governor, Nikos Chardalias, who met with the Deputy Minister of Infrastructure and Transport, Christina Alexopoulou and the Deputy Minister of Digital Governance, Konstantinos Kyranakis.

As part of this initiative, 50 employees of the Directorate-General for Transport, including 7 directors and 20 heads of department, who have been charged with criminal or disciplinary offences, will be redeployed in order to streamline services.

In June, it will be possible to carry out procedures such as issuing copies of driving and traffic licences and lifting retention online. In the future, vehicle transfers and driving licence renewals will also be done digitally, including the use of digital medical records.

Further, Mr.Chardalias announced the digitization of the acquisition of driving licenses in all the Regional Units of Attica, as well as the mandatory home delivery of diplomas and driving licenses via courier, without charge for citizens. The aim is to eliminate the need for the physical presence of citizens at the counters of the services, while reducing bureaucratic procedures and ensuring the legality of each procedure.

 

"We are putting an end to opaque procedures and "envelopes". In the course of June, procedures for issuing copies of driving and registration licences, as well as for the lifting of retention, will be handled only digitally, while in the near future the same will happen with vehicle transfers, as well as with driving licence renewals, including digital medical records. At the same time, we are extending the digitalization of the procedures for obtaining a driving license in all the Regional Units of Attica, as in the next period the appointments for both the theoretical and practical test will be booked by the prospective drivers exclusively and only electronically", Mr. Chardalias stressed, presenting the new services.

Also, in June, the initial issuance of a driving licence will become operational, while additional digital services will be activated immediately, such as the integrated information system for theoretical examinations, the extension of a valid driving licence, the temporary electronic immobilisation of a truck or bus, the transfer of commercial vehicles and the integration of procedures in the network of Citizen Service Centres (KEP).

Εξοικονομούμε πόρους και εργατοώρες από τις αρμόδιες υπηρεσίες μας. Και το κυριότερο, διασφαλίζουμε μέχρι κεραίας, τη νομιμότητα σε κάθε υπηρεσία που παρέχεται από τη Διεύθυνση Μεταφορών της Περιφέρειας» πρόσθεσε ο περιφερειάρχης, καταλήγοντας: «Οι νέες τεχνολογίες μάς δίνουν τη δυνατότητα να προσφέρουμε αυτό που οφείλουμε στους πολίτες: υπηρεσίες υψηλής ποιότητας, εύκολα, αξιόπιστα, αποτελεσματικά, επιτελικά, με τη μέγιστη ταχύτητα και με απόλυτη διαύγεια. Συνεχίζοντας την άψογη συνεργασία μας με το αρμόδιο υπουργείο και με οδηγό το πολύτιμο εργαλείο του gov.gr, θα συνεχίσουμε να προσφέρουμε ολοένα πιο ποιοτικές, πιο καινοτόμες υπηρεσίες στον πολίτη».

Creation of a "Smart Room"

The next steps for the region include the creation of a "Smart Room", which will capture data in real time. In this way:

  • The experience and service to citizens is optimised, as on the one hand the requests submitted will now be monitored, in real time, per regional unit and on the other hand their comparative imprint is made possible.
  • Transparency and the removal of bureaucratic delays are achieved.
  • The performance of the information systems themselves is optimised, as it becomes easy to identify the reasons why a request is "stuck" in a longer than average time or in which regional unit there is a higher than average number of requests.
  • It ensures the possibility for targeted interventions, by stage, as well as for speeding up procedures in case any difficulties in the completion of applications are identified.

At the end of the emergency meeting, the regional governor said: "In cooperation with the Ministry of Infrastructure and Transport and the Ministry of Digital Governance, we are proceeding with the full digitization of the Region of Attica. We are utilizing the eight existing digital tools until June and from June onwards, we are creating six more new digital services. At the same time, the Region of Attica is ready to proceed by the end of the year with the home delivery of diplomas, driving licences and car registration plates by courier at the expense of the Region of Attica, without any financial burden on citizens. The aim is to stop any face-to-face contact at the counter of any service.

We are aware that there are pathologies and dysfunctions that plague the operation of our services. We are putting a definitive end to all this by taking courageous decisions, removing from their posts officials whose behaviour has provoked public sentiment. We are working hard so that the Region of Attica can open up new roads. We assume our responsibility and our debt to every citizen of the basin.

For her part, the Deputy Minister of Infrastructure and Transport, Christina Alexopoulou, said: "The aim of the government of Kyriakos Mitsotakis and the Attica regional governor, as confirmed by our meeting today, is the uninterrupted service of citizens. Our goal is to reduce bureaucracy and to find every way to ensure that digitisation is the way to fight any corruption phenomenon, which does not treat anyone with honour and makes citizens experience difficult situations.

In the Ministry of Infrastructure and Transport, as the political leadership, in cooperation with the Ministry of Digital Governance, we are digitizing many of the procedures related to transport, such as the procedure for issuing plates, for issuing a registration permit. We will do whatever it takes, we will work very hard and methodically to make sure that everything is done transparently so that we can talk about clean, green transport by 2030. And when we talk about 'clean' transport, we mean it at all levels."

Welcoming the new services of the region, the Deputy Minister of Digital Governance, Konstantinos Kyranakis, said: "The Region of Attica is the first to take such a bold digital step. Our priority at the Ministry of Digital Governance and Dimitris Papastergiou is to support the effort of widespread digitization, as this can contribute not only to reducing the inconvenience of citizens, but also as a blow to corruption where it is likely to occur."

It should be noted that important transport services of the Region of Attica are already available digitally, such as the replacement, copies and renewal of driving licenses, copies of vehicle registration permits, the transfer of cars and two-wheelers, the issuance of a new registration permit, the electronic payment of fees for vehicle transfer, the removal of retention of ownership, the renewal of the professional competence certificate.
